R.A.C.E.S. is a critical component of emergency communications, activated exclusively during times of emergency and registered under both State and local governments. This service restricts its operations to registered amateur radio operators and may operate within specific frequency ranges, especially when other forms of communication are compromised.

Across the nation, many government agencies train their ACS volunteers using the R.A.C.E.S. protocol. These volunteers work within the guidelines and mandates established by their local emergency management officials, ensuring a streamlined and effective communication channel during emergencies.

R.A.C.E.S. isn't just for wartime communications. Its role extends to providing or supplementing communications during a variety of emergency situations, including natural disasters, technological failures, nuclear accidents, terrorist incidents, and bomb threats.
